SF 2101: Require duplicative peer review of water quality standards

An amendment to the Environment Finance Omnibus bill would suspend water quality standards for phosphorus and require the MPCA to conduct additional peer review and rulemaking despite the fact the current rules were developed after extensive peer review, analysis, and public comment.
